VA IRRRL Requirements: What a VA Streamline Refinance Is and Who Qualifies
Short answer: A VA IRRRL (Interest Rate Reduction Refinance Loan) replaces the VA loan you already have with a new VA loan, usually to get a lower rate or to move from an adjustable rate to a fixed one. VA lists three requirements: you already have a VA-backed home loan, you are refinancing that same loan, and you can certify that you live in the home now or used to live in it. The VA funding fee on an IRRRL is 0.5%, and VA says you can include closing costs in the new loan.

Here's what most people don't realize: the "used to live in it" part matters a lot for military families. If you bought with a VA loan, got PCS orders, and kept the house as a rental, VA's own wording still lets you certify prior occupancy. Let's make this simple and walk through the rest.
What is a VA IRRRL?
IRRRL stands for Interest Rate Reduction Refinance Loan. Some lenders call it a VA streamline refinance. It is a refinance of an existing VA-backed loan into a new VA-backed loan.
VA describes two main reasons to use one:
- To lower your monthly payment by getting a lower interest rate.
- To make your payment more stable by moving from an adjustable or variable rate loan to a fixed rate loan.
An IRRRL is not a way to take cash out of your home, and it is not a way to buy a second house. It swaps one VA loan for another on the same property.
What are the VA IRRRL requirements?
VA.gov lists the VA IRRRL requirements in three parts. All three have to be true:
- You already have a VA-backed home loan. An IRRRL cannot refinance a conventional or FHA loan.
- You are refinancing that existing VA-backed loan. The new loan replaces the old one on the same home.
- You can certify that you currently live in or used to live in the home. This is the occupancy rule, and it is looser than the rule for buying.
Your lender will also have its own requirements on top of VA's, the same way lenders set their own credit standards on VA purchase loans. Ask each lender what they need from you before you apply.
Can you get an IRRRL on a home you moved out of after PCS orders?
Based on VA's wording, yes, as long as you can certify that you used to live in the home. That is the key difference from buying. When you buy with a VA loan, you are expected to live in the home. With an IRRRL, prior occupancy can be enough.
So picture a family that bought near Nellis, then got orders to another base and rented the house out. They may still be able to refinance that Las Vegas home with an IRRRL from wherever they are stationed now. The lender will confirm the details, but the door is not closed just because they moved.
Do you need a Certificate of Eligibility for an IRRRL?
VA says you do not have to have one to move forward, but it helps. VA suggests taking your Certificate of Eligibility (COE) to your lender to show the prior use of your entitlement. If you do not have your original COE, your lender can get it electronically.
If you want to understand how entitlement works when you already own a home, this guide covers it: Can you use your VA loan again while you still own a home?
How much is the VA funding fee on an IRRRL?
VA lists the funding fee for an IRRRL at 0.5% of the loan. That is much lower than the fee on a purchase loan. On a $400,000 refinance, 0.5% works out to $2,000. That is an example of the math, not a quote.
Some borrowers pay no funding fee at all. VA lists these exemptions:
- You receive VA compensation for a service-connected disability.
- You are eligible for that compensation but receive retirement or active-duty pay instead.
- You are a surviving spouse receiving Dependency and Indemnity Compensation (DIC).
- You are a service member with a proposed or memorandum rating before closing that says you are eligible for compensation because of a pre-discharge claim.
- You are an active-duty member who shows evidence of a Purple Heart on or before closing.

Can you roll closing costs into a VA IRRRL?
Yes. VA says that with an IRRRL you can include closing costs in the new loan so you do not have to pay them up front. That is a real difference from a VA purchase loan.
Including them is not free, though. Anything added to the loan is borrowed money, and you pay interest on it for as long as you carry the loan. Ask your lender to show you the payment both ways, with costs paid at closing and with costs rolled in.
Where do you apply for a VA IRRRL?
Not through VA. VA says to apply through a private bank, mortgage company, or credit union. That means rates, lender fees, and paperwork vary from lender to lender. Getting more than one quote is a normal and smart move.
Common mistakes with a VA IRRRL
- Assuming it works on any loan. It only refinances an existing VA-backed loan.
- Thinking you have to live in the home today. VA's rule is that you live there now or used to.
- Looking only at the monthly payment. Rolling costs into the loan lowers what you pay at closing but adds to what you owe. Compare the total cost, not just the payment.
- Expecting cash back. An IRRRL is for a lower rate or a fixed rate. VA has a separate cash-out refinance for pulling equity out.
- Forgetting the funding fee exemption. If you receive VA disability compensation, tell your lender up front so the 0.5% fee is not added by mistake.

Frequently asked questions
What are the VA IRRRL requirements?
VA lists three: you already have a VA-backed home loan, you are refinancing that same loan, and you can certify that you live in the home now or used to live in it. Lenders may add their own requirements.
Can I do an IRRRL on a rental property I used to live in?
VA's rule says you must be able to certify that you currently live in or used to live in the home. If you lived there before PCS orders moved you, that prior occupancy can meet VA's requirement. Your lender will confirm it.
How much is the VA funding fee for an IRRRL?
VA lists it at 0.5% of the loan amount. Borrowers who receive VA disability compensation, and a few other groups VA lists, do not pay it.
Can closing costs be included in a VA IRRRL?
Yes. VA says you can include closing costs in the new loan so you do not pay them up front. You will pay interest on whatever you include.
Do I apply for an IRRRL through VA?
No. VA says to apply through a private bank, mortgage company, or credit union.
Can I get cash out with an IRRRL?
No. An IRRRL is for lowering your rate or moving to a fixed rate. VA offers a separate cash-out refinance for taking equity out of your home.
